Flagstaff
Utility Submetering and Billing Services
Customized to the Unique Needs of Your Community
Flagstaff Utility Submetering and Billing for
Water, Electric and Gas
Oates Energy provides customizable Flagstaff utility submetering and billing for water, electric and gas utilities. We adjust and tailor our services for property managers of multifamily communities, condominium communities, mobile home parks, and commercial properties.
We’re much different than traditional utility submetering and billing providers who prefer to bundle groups of services and provide all their services the same way to all of their customers. We turned away from this model when we founded Oates Energy because it does not address the unique needs of property managers and often results in them having to pay for services they do not need. Our property managers tell us what services they would like us to provide and how they would like us to provide them. Truly customized and cost effective solutions. Below is a closer look at how we support a few of our key markets.
Multifamily Utility
Submetering & Billing
With Oates Energy it is now possible to have utility submetering and billing services that are adjusted and customized to your exact needs and preferences. We do not bundle our services. Instead, we provide only the services that our property managers need and adjust them to the way they need them to be provided. Our property managers never have to pay for services they do not need.

Condominium Utility
Submetering & Billing
Condominium property managers choose Oates Energy for Flagstaff utility submetering and billing because of how we are able to customize solutions to their specific needs and preferences. This flexibility is particularly helpful in recovering utility costs accurately and fairly based on usage. Recovering utility costs based on usage is proven to recover more of a community’s utility costs and give residents more control over their utility costs. And it also allows condominium property managers to keep HOA and condo fees as low as possible. Speak with us about a cost effective solution designed specifically for your condominium community.
Mobile Home Park
Submetering & Billing
In our experience, it is not uncommon for mobile home parks to have inconsistencies in submetered utilities and as a result inconsistencies in how they bill their residents to recover utility costs. And these inconsistencies often lead to losses.
We provide cost effective solutions for these scenarios. From installing or upgrading utility submetering systems, to billing different utilities in different ways based on whether or not they are submetered, to our U.S. based resident billing customer care team that assists residents with any billing questions or concerns using your unique billing policies and guidelines. And can customize solutions for parks with as few as 50 residences. Contact us to start recovering more of your parks utility costs!
Commercial Property
Submetering & Billing
Commercial property managers who prefer customized Flagstaff utility submetering and billing find Oates Energy to be perfect fit. From the very beginning, we set out to create a suite of services that could be selected individually and that could be adjusted and tailored to each property manager’s unique needs and preferences.
We understand that commercial property managers have very unique needs. This is because their tenants have very different utility requirements, and in some cases special lease terms or billing arrangements for utilities. We are able to customize which services we provide for each commercial property manager and adjust them to their needs. Utility Submetering Laws and Regulations in Arizona
*The Arizona Corporation Commission’s Rules on Water requires all water delivered by a regulated water utility to be billed on the basis of metered volume sales. Arizona’s regulations allow the utility to provide a fixed charge schedule for temporary service where water use can be readily estimated; public and private fire protection; water used for street sprinkling and sewer flushing under certain circumstances; and other fixed charge schedules approved by the commission (Ariz. Admin. Code, title 14, art. 4 §R14-2-408).
*A landlord may charge separately for gas, water, wastewater, solid waste removal or electricity by installing a submetering system or by allocating the charges separately through a ratio utility billing system.
If a landlord charges separately for a utility, the landlord may recover the charges imposed on the landlord by the utility provider plus an administrative fee for the landlord for actual administrative costs only. The landlord shall not impose any additional charges. The rental agreement shall contain a disclosure that lists the utility services that are charged separately and shall specify the amount of any administrative fee that is associated with submetering or the use of a ratio utility billing system (Ariz. Rev. Stat. Ann. §33-1314.01).
*The landlord may charge an administrative fee for the landlord’s actual administrative costs. Any monthly administrative fee shall not exceed the greater of the landlord’s actual administrative costs or 10 percent of the monthly charges by the utility provider in the aggregate to the landlord. The landlord shall not impose any other additional charges.
If the landlord arranges for utility billings to be handled by a third party, the utility billings shall instead include the actual and reasonable cost charged by the third party for the service. Those third party charges shall not exceed ten per cent of the monthly charges by the utility provider for that utility in the aggregate to the landlord. For the purposes of this paragraph, “administrative costs” includes the direct actual costs to the landlord of billing for utilities, including the cost of staff time to calculate and mail the bills, postage and stationery (Ariz. Rev. Stat. Ann. §33-2107).
