Maricopa Utility Submetering and Billing
for Water, Electric and Gas

Oates Energy provides water, electric, and gas utility submetering and billing services, with a strong focus on fully customized solutions. Our approach to Maricopa utility submetering and billing starts with understanding how each property operates and what ownership goals look like. This allows us to design systems that support accuracy, transparency, and efficient cost recovery across a wide range of property types.

Unlike providers that push rigid, one-size-fits-all packages, Oates Energy gives clients the freedom to select only the services they actually need. From billing and customer support to resident assistance and reporting, our flexible model ensures you never pay for unnecessary features. Below is an overview of how our tailored solutions support key markets we proudly serve.

Maricopa Utility Submetering and Billing
for Multifamily Communities

Maricopa Utility Submetering and Billing for Multifamily Communities

Multifamily communities partner with Oates Energy because we prioritize adaptability over rigid service models. Many utility providers structure their offerings around large, uniform portfolios and expect communities to fit into predefined systems. This often leaves property managers forced to compromise, selecting the provider that comes closest to their needs rather than one that truly aligns with how their community operates. Our approach to Maricopa utility submetering and billing eliminates that limitation by putting flexibility first.

Oates Energy was created to serve communities that require tailored solutions, not standard packages. From the start, our company was designed to customize how services are delivered for each client. We adjust everything from submetering system design and installation to which utilities are billed, billing frequency, and resident support through our U.S.-based customer care team. Every aspect of our solutions are configurable, allowing us to build a Maricopa utility submetering and billing solution that fits your community precisely.

Maricopa Utility Submetering and Billing
for Condominium Communities

Maricopa Utility Submetering and Billing for Condominium Communities

Condominium communities share some similarities with traditional multifamily properties, but their utility recovery needs are often far more nuanced. HOAs frequently rely on specific allocation methods and long-established billing practices that many providers of Maricopa utility submetering and billing are unwilling to accommodate. While multifamily operators often prioritize return on investment, condominium associations must balance fairness with the goal of keeping monthly HOA dues as affordable as possible.

Oates Energy adapts its services to match how each condominium community prefers to manage utilities. HOAs and property managers select only the services they need, and we tailor how those services are delivered to align with community bylaws and financial goals. This flexible approach supports conservation and ensures utility costs are recovered accurately and equitably based on actual usage, without forcing condo communities into inflexible billing models.

for
Mobile Home Parks

Maricopa Utility Submetering and Billing for Mobile Home Parks

Utility policies and cost-recovery methods can vary widely from one mobile home park to another, which is why a flexible approach to Maricopa utility submetering and billing is essential. Oates Energy designs solutions around each park’s existing infrastructure, operational preferences, and long-term goals. Whether a park is modernizing systems or maintaining legacy setups, we adapt our services to fit the situation rather than forcing a standard model.

We support mobile home parks with the installation or upgrade of modern remote-read submetering systems that allow for accurate, efficient usage tracking. For communities that prefer not to install new meters, we help develop customized RUBS (Ratio Utility Billing System) formulas. Our services scale easily for parks with as few as 50 residents, helping recover more utility costs through a tailored Maricopa utility submetering and billing solution.

Our team customizes every aspect of service, from how utilities are measured to how charges are allocated and billed so costs are recovered accurately and fairly. Utility Submetering Laws and Regulations in Arizona

*The Arizona Corporation Commission’s Rules on Water requires all water delivered by a regulated water utility to be billed on the basis of metered volume sales. Arizona’s regulations allow the utility to provide a fixed charge schedule for temporary service where water use can be readily estimated; public and private fire protection; water used for street sprinkling and sewer flushing under certain circumstances; and other fixed charge schedules approved by the commission (Ariz. Admin. Code, title 14, art. 4 §R14-2-408).

*A landlord may charge separately for gas, water, wastewater, solid waste removal or electricity by installing a submetering system or by allocating the charges separately through a ratio utility billing system.

If a landlord charges separately for a utility, the landlord may recover the charges imposed on the landlord by the utility provider plus an administrative fee for the landlord for actual administrative costs only. The landlord shall not impose any additional charges. The rental agreement shall contain a disclosure that lists the utility services that are charged separately and shall specify the amount of any administrative fee that is associated with submetering or the use of a ratio utility billing system (Ariz. Rev. Stat. Ann. §33-1314.01).

*The landlord may charge an administrative fee for the landlord’s actual administrative costs. Any monthly administrative fee shall not exceed the greater of the landlord’s actual administrative costs or 10 percent of the monthly charges by the utility provider in the aggregate to the landlord. The landlord shall not impose any other additional charges.

If the landlord arranges for utility billings to be handled by a third party, the utility billings shall instead include the actual and reasonable cost charged by the third party for the service. Those third party charges shall not exceed ten per cent of the monthly charges by the utility provider for that utility in the aggregate to the landlord. For the purposes of this paragraph, “administrative costs” includes the direct actual costs to the landlord of billing for utilities, including the cost of staff time to calculate and mail the bills, postage and stationery (Ariz. Rev. Stat. Ann. §33-2107).
